Every embassy where Kaldus will have good relations with wil be provided with a 3 digit and a 15 digit number. The 3 digit number is intended to make it easier for a visitor of Kaldus to reach their embassy if something should go wrong. The 15 digit number will also work in Kaldus, although they can choose to omit the country code. For example, all Mexican citizens will be given an NIN starting with 692. US citizens will be given an NIN starting with 872. Every country has a unique first 3 digits for their NIN all based on the country of citizenship.
Now let’s assume the Mexican visitor is in trouble, and needs to contact the Mexican embassy. They will simply dial 692, and press send on their cellular phone. This will dial the Mexican embassy immediately. If for some reason they need to call the international number, they will dial +883 692000000001. This number is designed to make it as simple as possible for the person to memorize the embassy number. By making the number as simple to remember as possible, the citizen can always get help. And since all telephone lines offer unlimited domestic calling, this will mean they can reach the embassy no matter from what phone.
Likewise with the US citizen. If the US citizen needed to contact the embassy, they can dial 872 on the cellular phone, and press send. If they need to dial the full format number, it is +883 872000000001. Again, the only difference between the two numbers for the two embassies will be that first 3 digits. If a citizen needs help in identifying their number, they will simply look at the first 3 digits of their NIN which will give them the embassy telephone number.
Not every country will have an embassy, or consulate. For those that don’t have a location in Kaldus, but are on good terms with Kaldus, they can make arrangements with Ka-Tel who is the telephone provider for Kaldus to pay for calls to the closest embassy to Kaldus, and hopefully with favorable rates. The country will be responsible for paying Kaldus for the calls that will carry over.
For example, let’s say Spain does not have a consulate, but there is a consulate in Kaldus’ northern neighbor. A Spanish citizen will be able to dial 372 on their cellular phone, and the government of Spain will pay for that call to reach to the Spanish embassy in the northern country.
